I believe the answer is: The parent may be required to attend an Alcohol Awareness course.

Alcohol awareness course filled with various classes that teach the parents on how to spot and handle alcoholic behavior in their family in a correct way.

The courses could be owned by private organizations as long as it obtain proper license from the government.
