I believe the answer is: C. None of the cabinet agencies deal with the issues it addresses.

When this happen, the need to hire new workers with completely different skill set would arise. In this situation, it would be best to create an independent executive agencies so the current check and balance system would not be disturbed.

When an agency is classified as an independent executive agency, this means that is exist outside the government's federal executive departments and of the office of the President. Therefore, the reason deemed acceptable for a new federal bureaucratic organization to become an independent executive agency is that the Congress expects that the organization would be used as part of the patronage system.
