Primacy Effect is a term that describes the phenomenon in which an individual has the tendency to retrieve or fetch back the memory of information given to him or her, such that, he / she is able to recall the beginning of the information, often times, start of a list, than the middle or end of the information.

It is the opposite of Recency Effect.

Hence, Person A will be rated more because, his / her characteristics starting with "intelligence" will be remembered or recalled, while that of Person B's characteristics of "Stubborn" will be remembered, thus making him or her to be less rated.
