What prevented planter elites from exercising complete political dominance over the Cotton South in the 1830s and 1840s?

    Based on the information provided within the question it can be said that the main factor that prevented this was the fact that planter elites lived in a republican society with democratic institutions that required the opinions and eventual decisions from all white men. Therefore preventing them from applying complete political dominance.
