The majority it would take to achieve cloture by any given party is difficult due to the overwhelming majority that is required in order to attain it. The three-fifths majority is difficult due to the number of votes a given party would need to ratify it.

I believe the answer is: Cloture can only be achieved by a three-fifths vote, and parties don't usually have that kind of majority

In united states, the existing votes are dominated by 2 majort parties, the Democratic party and the republican. To control three-fifth majority, one party need to obtain more than 60s % of the total votes while the other only get the remaining 30s %.

This is hard to obtain since In most election the votes for these parties is divided in almost half.
