    I believe the answer is: through a two-thirds majority vote of each house

    Even though the standard of initiation sounded simplistic, it is very hard to obtained.

    The votes that exist in the house usually divided between two major political parties (republican and the Democracts), To obtain two-thirds majority votes, a party would have to control more than 60% of the votes during the election.
