In some countries, this ruler has absolute power, meaning that he has the final say on all government decisions and answers to no one. His powers are not confined by a constitution. Other monarchies have constitutions that limit the ruler's power. In these countries, the ruler shares power with other government officials, such as a prime minister and a cabinet. This allows for a greater balance of power in a monarchy. Tribal law is a prevalent legal system in Middle Eastern monarchies, highlighting the role of the family in government. Monarchies are often controlled by a royal family, who fill most government positions. Top positions are hereditary, meaning that they are passed down through families.
