Medicare is founded at the federal level and directed at people aged 65 or older, who have worked and so previously contributed to the system and at younger people with disabilities.

In comparison, Medicaid is partially founded at the state level and focuses on families and individual with low income regardless of age.

Medicare is a medical program offered to people age 65 and up. It is a Federally overseen health program that employees have money taken from their pay check each pay period to support and pay into the program so it is there for them at age 65.

Medicaid is a state program that may receive some funding from the Federal government. Medicaid is a program that provides health care for the indigent, some children from families of extreme low income qualify and some disabled people.
