    The answer is: It allowed unlimited Jewish emigration.

    At that time, the balfour declaration establish Palestine as the national home of the Jewish people. This become a problem for countries in middle east since that territory was already resided by many people from middle-east ethnicities. Since the placement of the jewish people were vaguely forced by many western nations, this contributed to the tension between hews and Arabs even until today.
