    Explanation:

    Despite this law was discriminatory, it was approved in referendum by more than 5 million people, from a total of 8,900,000 voters. Supporters argued that the state couldn't afford social services to all people who entered to the country in an illegal way; this law also applied for people who improperly overstayed their visas.
