Maybe because AP and IB courses are difficult in the university in your state

    Explanation:

Since you cant question the facts, it can be concluded that AP and IB courses in your state universities are difficult courses to pass out with a good grade and also from that district maybe there has not been anyone that has done it before or the state cant recognize anyone from your district that has done these courses before.

Many facts can be drawn out from this observation stated but to sum it all, these students that challenge themselves in taking this courses want to make a statement in your state.
