Why is the concept of limited government developed in the democratic countries

In the USA, it came after a revolution against a government which the people viewed as oppressive. In India, it came after massive resistance by the local population towards the British. In the UK, Parliament evolved more slowly, but typically gained power during time of dissatisfaction with the rule of the King. In Egypt, democracy, such as it was for the little period it lasted, came about because people were unhappy with the ruler of their dictator.
