What did Prince Metternich mean by this statement?

    A. People in France are more likely to get sick than people elsewhere.

    B. Europeans elsewhere are often inspired by events in France.

    C. Happenings in France rarely spread across borders.

    D. All damaging incidents in Europe start in France.

    B. Is the correct answer because what happens to one country can easily be spread to another country. Also if another country such as (Europe) sees another country (France) doing something they would most likely want to copy or do what the other country is doing either to inspire them or to be in battle with them.
