The correct answer should be "I'm sad that I didn't hear from you."

If Moline uses such wording, she will clearly show that she has accepted the responsibility for her feelings, but also that she feels hurt that her expectations weren't met. She expected her friend to call her and let her know what the report was like, but that never happened, and therefore she is sad.
