Explain what makes a successful Congress.

A successful Congress should:

- on the one hand have very strong powers, which will enable it to execute its policies without hindrances

- a good representation and understanding of the general opinion to be able to execulte the policies that people will actually want

- a good understanding of the effects and consequences of the policies it executes
