    b. discrimination.

    Explanation:

We have to see this concept based on its psychological approach. In definition, discrimination is the tendency to respond to a stimulus, good or bad. In several cases, these stimuli is bad, because created trauma on the individual. As a learning scheme, the discrimination is more specific and applied to one single group (people, animals or objects) which is responsible for the trauma. The brain can respond differently when put in contact with the trauma creator, in the case of this question, the dog. Miguel's brain doesn't see other dogs as a threat, but his neighbor's dog is different because he had a bad experience with it.
