    A system in which those in power have a complete control over an individual is a totalitarian system, but it's not only an economical system: it's a form of government that encompasses politics, economics culture and which controls people's private life.

    A strictly economic system would be command economy: a system in which the government ("those in power") have a complete control over an economy of a country.
