    The New Jersey Plan was an option on how the United States should be governed and it proposed that each state should have one vote in congress instead on voting based on population. It was introduced by Wiliam Peterson in the constitutional convention on June 15th 1787 and was meant to amend the Articles of Confederation which was the United States first constitution.
