    Both Options are dangerous, so far someone's life is in danger and there is a possibility of live and death in both situation. that is why option C which selects both answer is the best option.

    Analyzing both options,

    Option A: When the oncoming car is close and you have a long line of traffic ahead of you is a dangerous situation because you have no were to go what if the oncoming car brake fails, it endangers you in the car

    Option B: When you cant see clearly is another very very dangerous situation when on the wheels, the best is to stop the car no matter what the situation might be because there is no vision, there is a possibility that you might hit someone on the road or lose someone live or just damage something that can be replaced, the best thing is safety first.
