Definitely C. Safety equipment such as helmets are tested extensively at factory level at least at 1000 levels, at random, to prevent a faulty batch to be sent out. A study presented in 2016 in Finland by the university of New South Wales that processed data from 40 studies found that helmets reduced the odds of dying with about 70%, as listed in the Guardian.
