What changes did diocletian make

Diocletian's contribution to the Roman Empire was organization, for which he had a particular talent. He split the empire in half, and each half was ruled by two emperors instead of one. He also reorganized the Roman Army, breaking up the legions and forming them into smaller and more effective units.
