    It is 66 percent because children have died as a result of abuse or neglect by those who should have protected them. In many cases, public officials and people close to the children knew something was wrong in the home, but failed to prevent the abuse. These children's deaths spurred public outcry, vigils and, in some cases, legislative action. A few even garnered national attention.
