According to chamberlain, how are self-governing colonies viewed now that they no longer belong to britain?

It is a view that is criticised by nationalistic voices in history who argued that despite the imperialistic England missionary efforts of education and health, the imperialists only worked toward exploitation of resources and cultural erosion.
