What roles do local citizens have in government decision making under a unitary system, a federal system, and a confederation?

    Under a unitary type of government, there is one central government. This type of government provides citizens with the right to vote on issues within their state and within the country. Local citizens can also become involved in local politics and hold offices in city, county and even state positions.
