    The rules, " like do not lie", "do not steal", "do not kill", etc have intrinsic value and are more like rules of thumb. Generally, acting according to moral rules maximizes utility hence the intrinsic value, but there is an exceptions in that in some cases breaking such a rule maximizes more utility.
