Differences in temperatures in different parts of the atmosphere account for the differences we see between snow, sleet, and freezing rain.

The liquid precipitation that falls to Earth's surface is rain. Sleet occurs when a snowflake falls through the atmosphere and warms up a bit before refreezing.

This is directly from wikipedia, by the way. It's the best way to explain it.
