    The Articles of Confederation served as the written document that established the functions of the national government of the United States after it declared independence from Great Britain.

    But the Articles did not allow Congress sufficient authority to enforce provisions of the Treaty of Paris that allowed British creditors to sue debtors for pre-Revolutionary debts. This is one of the reasons which paved the way for the decision to make the central government stronger, thus the rewriting of the articles.
