In a democratic society, "an individual" is responsible for personal development.

Democracy is the form of government which is an elected body by the representatives of people (in some cases people themselves), where equal rights, freedom of speech as well as a sense of tolerance is cultivated towards minorities. In such a society an individual is the key brick of the society.
