    According to most Texans the era of government based on the 1868 Constitution was the most corrupt and abusive. This was under the Republican Governor, E. J Davis. Tax rates escalated which led to a widespread tax evasion as the Texans refused to pay such excessively high tax. Law and order also crumbled and many Native Americans and bandits began to attack much of the state's population. Governor E. J Davis also contributed to this corruption and abuse of power by taking control of voter's registration to his gain, arresting political opponents and others who opposed him and intimidating newspapers that were not in support of him.
