    The three - fifth formula is the formula of representation of slaves into the Congress for the benefit of those who used to held slaves. The Southerners were the slave holding state and they wanted that each slave would be given a representation of three - fifth of a white person in the Congress.

    With this, northerners feared that the southerners would become more politically representative and strong. Their fear in the end do come true as the representation of slaves with the said formula made them more balance in the Congress. Although it did not change the slave status.
