Some French settlers, referred to as Creoles as they were native to the province, had attempted to oust the 1st Spanish governor after France surrendered this domain. O'Reilly held trials and extremely rebuffed and penalized those French Creoles who were in charge of the removal of Spain's first governor. So it was not possible for him to earn their respect.
