What is the relationship between Phoenix and water limits?

If Arizona loses all of its Colorado River water, from which Phoenix gets about 40 percent of its water, the city will have to turn to other sources: the Salt and Verde Rivers, water previously stored underground for times of shortage, and, someday, recycled water.
