When entering a lane of oncoming traffic to pass a vehicle, it is generally safe to make your pass when: you can see that the oncoming car is moving the oncoming car looks like it's not moving there is a great deal of oncoming traffic?

    I belieev the answer is: the oncoming car looks like its not moving

    When the car look like its not moving from the perspective of other driver, it is most likely that the car is run at a very low speed.

    In this situation, we can conclude that it is safe to make the pass because that car wouldn't achieve enough acceleration to hit us even if the driver somehow step the gas all the way in.
