Congress has three sets of powers: Expressed Powers, Implied Powers, and Non-Legislative Powers. Expressed is where Congress can tax, put tariffs on imported goods, regulate commerce, make money etc. Implied Powers is where Congress can make laws/take action to care for the welfare of the nation. And, lastly, Legislative Powers, is where Congress can make constitutional amendments, impeach presidents, and elect the president.
