There are two ways of passing an amendment. First, it can be proposed by the congress, where it has to be voted for by at least two-thirds majority (supermajority), or by a national Convention which means that is the proposal has to be submitted by legislators from at least 34 states.
in any case, the amendment has to be ratified by a supermajority (two-third) of states, that's 38 states (at least).
