Why would a totalitarian government be considered to be more efficient at making decisions and democratic one

    The correct answer would be because in an totalitarian goverment just one person makes the decision.

    Explanation:

    In a democratic goverment it is very hard to accept other peoples choices, but that is what makes it a democracy because everyone has the right to have a choice even if some peple do not agree with it.

    Completely theoretically, the idea is that a totalitarian government is more efficient because the state is in complete or almost complete control of everything, therefore making it easier to streamline everything to its liking. That is ONLY theoretical though, as history has proven the exact opposite.
