A rag soaked with gasoline might, but does not have to, be kept with the intention of setting something on fire.

If you talk to your friend however, they will probably deny it or even be aggressive about it.

I would say that the best option is to b. talk with an adult you trust. - they might be able to assess the situation.

However, if you trust your friend you might also ask your friend why it's there.
