    I believe the answer is: this term is generally known to mean a Representative Government.

    In a republican form of government, the citizens should directly vote whether a person is guilty or not guilty of a crime (the whole citizens must vote). Ina a representative form, only a couple of citizens that selected as juries are the one that could vote whether a person is guilty or not.
