    B) Some employers consider IM and texting distractions

    Explanation:

Not only this would be the answer because as we all know and can see in everyday life, most people are now addicted to their phones and if allowed to do so, would text and chat all day, which would be distractive in a job, but also because all the other possible answers are wrong.

    A) Because texting is virtualy and definitely cheaper than a fax or a phone call.

    C) Because a text and an e-mail are virtually instantaneous and it cannot be argued that either one or the other are faster/slower.

    D) is wrong because such federal regulation does not exist.
