The most likely cause of resistance to change is:

Lack of trust between employees and management.

An organisation who is working for a particular goal will survive and will achieve its goal when there is a proper understanding and trust between the management and the employees. The management and the employees should work hand to hand achieving the same goal of the company.

But when the management believes in some other things and conveys the wrong message to their employees, employees begins to loose trust and understanding on the management. Employees sees the management doing one thing and saying a different thing.

The most effective tactic for implementing change in this situation would be:

    Negotiation and participation

The differences between the employees and the management will erased only when the management and the employees come together and work hard for the same goal in heart and mind.

They should negotiate with the other party in order to come to a common conclusion. Full participation of each and every member is very important in such situations.
