Idaho was technically part of the Western Louisiana Purchase, and it was both Lewis and Clark who first explored the land throughout the Louisiana Purchase. That's why they were first to "discover" Idaho, although I would say that they were first to explore it.

I am not sure if I am correct on this, but I believe Idaho was part of the Louisiana Purchase, and Louis and Clark discovered that land, so I think Louis and Clark discovered Idaho.
