    Both Technicians are correct.

    Explanation:

A white spray powder which is designed to detect leaks can be sprayed on the suspected area and be left to dry. If there is oil leak, it will be visible on the white dried spray. It is a good and cheap method compared to using ultraviolet detecting methods that uses fluorescent dye.

Another method is installing the fluorescent dye into the oil/engine. If there is an oil leak, the leaking oil will carry the dye. To identify the leak, the ultraviolet light is shone on the suspected area making it easy to identify the leak.
