Terrorists tend to increase their effectiveness in bombing by applying improved explosives technology to their weapons just as conventional military forces constantly improve the killing power of their munitions. In 2004, New Scientist reported that Middle Eastern terrorist groups were working on a two-stage military-style weapon called a mini nuke. This type of explosive is designed to spread fuel in the air and then ignite it. Known as a thermobaric bomb, it actually explodes the air in the blast area. One analyst speculated that an attack on a Tunisian synagogue in 2002 used this technology (Hambling, 2004).
