What percentage of states hold their gubernatorial elections in nonpresidential years?

    Five states out of the 50 hold their governor's races during off-years. Kentucky, Mississippi, Louisiana, New Jersey, and Virginia do so. This would mean that (5/50), or (1/10) of the states have elections in this manner. One out of ten states would be 10% of the states having off-year elections.
