    I can understand 'presidential" here to mean"nominations to be the president, or nominations made by the president.

    In the first sense: No, this is not true.

    a president is not nominated, but chosen in an election: this means that there is no need for approval.

    In the second meaning: yes: the Senate approves such nominations as for example for ambassadors
