Emperor Qian Long have reservations about mixing British and Chinese cultures because he does not want his people to be exposed to a barbarian culture.

Emperor Qian Long saw the British people as barbarians and he was cynical towards the British empire. The emperor's cynicism would later be proven correct as a lot of Chinese people were addicted to opium that was brought by British traders.
