    I believe the answer is: the actions of other individuals vs. the mere presence of other individuals

    Individuals have a tendency to conform to the majority of other individuals because of the fear of being considered an outcast. So, both the presence and the actions taken by other individuals could influence both social enhancement and social facilitation.
