    The answer would be establishment of monarchy. It is because free people are in the idea of being free and to put rules in their hands because they don't want being controlled or have someone they don't want to lead them. By this, they form social structures to overcome the problem of establishing monarchy, in which, a head of a state or someone higher will lead them and the government.
