I would prefer option A because, journals create more opportunities to develop, after you have written a journal, someone can write to complement what was written in the journal, although you will have to reference the journal, in the next write up. But it offers wide range of possibility that solutions can pop out from it, compared to publishing a book on cultural issues, the book might not hit the nail on the head but a journal will keep on expanding, thereby creating more solutions.
