How can one sovereign state have more power and influence compared to another state?

    I believe the answer is: By using government to regulate things

    Sovereign state refers to a terirtory that is ruled by a central government. Through the government regulation, the state could organize its people to unite in doing a cerain things (such as paying taxes to be allocated to millitary). This would make the sovereign state become stronger compared to other unorganised territory.
